Starting January 11, 2027, most Amazon hard kits must be factory-packed. Gift, camera, LOA, and virtual bundles still work. How to tell which of your ASINs will survive.

Amazon product bundling policy January 2027: who can still pack a kit

Or Shamosh
By Or Shamosh

You sell branded bundles, gift sets, camera kits, variety packs. Amazon’s product bundling policy changed in Seller News this week. If you packed the box, January 11, 2027 is a warehouse date. Factory packs stay. This is how to tell which of your ASINs survive.

Amazon is not banning product bundles. The January 2027 product bundling policy is banning most seller-created branded bundles: kits you packed, then listed as one ASIN with a new barcode.

Same brand does not save you. Amazon’s own example: you cannot hard-kit Dawn spray with Dawn refills unless Dawn packed that configuration. Coca-Cola packing Sprite, Fanta, and Coke because they own those brands: fine. You doing that pack-out: not fine.

The exceptions are real. Gift baskets. Camera kits. A letter that actually says you can re-kit. Virtual bundles, if the tool is even in your account. If you only send factory packs that match the page, you are probably already on the right side of this.

Amazon’s product bundling policy from January 11, 2027: most hard kits have to be factory-packed. Gift baskets, camera kits, a letter of authorization that lets you re-kit with the other brands, and Amazon Virtual Bundles still work. Seller-created same-brand pack-outs still fail. Not legal advice. Confirm the live Seller Central pages.

Read the two Amazon pages yourself. They do not fully agree. I am going to flag that where it matters.

September 10 Seller News: New requirements for product bundles starting January 11. Help page: Product bundling policy. Last updated September 11, 2026. Not legal advice. Not affiliated with Amazon. Confirm the live pages. They change.

Can I still sell product bundles on Amazon?

Yes. Amazon is not running a total bundling ban. Sort the catalog before January 11 if any of these is true:

  • You created bundle ASINs (kit, set, variety pack, combo, gift) so you could own a branded Buy Box.
  • You shrink-wrap branded items in a prep center and send them as one FNSKU.
  • You matched a factory kit page and send your own pack-out.
  • You run camera kits or gift baskets and need to know whether the exception still fits.

This is smaller if you only send factory-packed kits that match the page, barcode and all, or you do not kit at all. Then read the five questions once, confirm the factory packs, and stop.

Five questions for each Amazon bundle ASIN

Do this on each kit ASIN. Do not debate the philosophy of bundling. A hard kit is packed as one ASIN. A virtual bundle is the Seller Central tool, separate shipments. Answer these.

1. Did the manufacturer pack this exact set?

Not “same brand.” Not “same parent company.” This configuration. These quantities. This barcode on the outer pack. If P&G sells a Dawn spray plus five refills as one factory item, that listing is the yes. If you bought spray and refills separately and taped them, that is a no. Keep the factory one. Give it the identifier that belongs to that pack, not the spray’s UPC.

2. Is it a real gift, or a real camera kit?

Gift: gifting browse node, gift packaging, the page actually says it is a gift. Amazon’s example node is Food and beverage gifts. Gift baskets do not even need a “primary” product. Camera: a camera body plus compatible accessories, sitting in a Camera product type (they name Camera_Digital). Those two do not need factory packaging. A polybag of chips is not a gift basket. A memory card plus a cheap bag with no camera is not a camera kit.

3. Do you have letters from every brand in the kit?

Not “authorized to resell.” The new wording wants permission to reconfigure and repackage their products with the other brands in that kit for sale on Amazon. If Sprite’s letter never mentions Fanta, it does not cover a Sprite plus Fanta pack-out. After January 11, Amazon says you can upload that letter in Account Health if they flag the ASIN.

4. Can you actually open the Virtual Bundles tool?

If Brands then Virtual Bundles is sitting in your Seller Central, the new policy says that path does not need factory packaging. If the menu is not there, stop. You do not have a virtual bundle. You have a wish. Do not create a new hard-kit ASIN and write “virtual” in the backend.

5. None of those?

Sell it through or remove it before January 11. After that date Amazon says the listing gets deactivated and shows as a listing violation on Account Health. You also get an email. That is not a 30-day warning like the 2024 consumables post promised. It is a date.

A few things that sit under every yes:

The items still have to be complementary. Amazon did not drop that. Spray plus refills: yes. Spray plus a random HDMI cable: you are inventing a kit.

You still have to be allowed to sell every item. Bundling does not ungate a brand. Transparency codes do not disappear because you wrapped two units. Fair pricing still applies. Do not mix new and used.

Do not match a factory bundle ASIN and then send your own pack-out. That is a different problem: the page says one configuration, the box is another. Returns, inauthentic, detail page complaints. If you are sending a seller pack, it needs its own listing, and that listing still has to pass the five questions.

If you were about to create a new kit ASIN for a Brand Registry brand you do not own: since June 2026 Amazon has been tighter on who can create those ASINs. You generally need the brand to assign you a Reseller role. A new barcode does not get you around that.

Hard kit vs virtual bundle on Amazon

Amazon’s product bundling policy now names two different products. Stop mixing them up.

Hard kit. Physically packed together. One ASIN. Its own UPC or EAN, or a GTIN exemption on the primary brand. Customer gets one box. Returns it as one unit. You cannot swap a component later. Referral fee follows the primary item’s category, meaning the highest normally priced thing in the kit.

That is the one they are clamping. Starting January 11, most of those have to be packed by the original manufacturer or brand.

Virtual bundle. Not packed together. No new barcode. Customer buys a group. Amazon ships the items separately from whatever inventory already exists. You build it in the Virtual Bundles tool. Not in a spreadsheet. Not via API.

Virtual does not have to be a factory pack. That is the whole point. The customer never receives “your kit.” They receive the two or three products they would have bought anyway, in separate shipments.

A multi-pack is still not a bundle. Six of the same bottle is a multi-pack. Spray plus refills is a product bundle. Variety packs, kits, combos, and “sets” count as bundles under the help page even if you never used the word Bundle. If you have been calling a 3-pack a “bundle” in the title, that is a different mess.

How to find seller-created bundles in Seller Central

Most people will miss half of them because they are not named “bundle” in Seller Central.

Search your catalog for: Bundle, kit, set, pack, variety, combo, gift, with, includes. Then look at anything where you created the ASIN instead of matching a manufacturer page. Then anything you prepped as one FNSKU from two purchases.

Amazon’s help page says variety packs, packs, kits, and “all other similar bundle-type products” count, whatever you called them on the page.

If you matched an existing factory ASIN and you are actually sending that factory pack, you are in question 1. If you created a new ASIN so you could own the Buy Box on a branded kit, that is the pile that dies first.

Amazon product bundling policy examples: Dawn, Coke, RYOBI

Do not invent a clever reading of “complementary.” Look at the help page examples.

Dawn. Factory: one dish spray plus five refills, P&G packed it, it has its own identifier. Yes. You packing Dawn spray with Dawn refills. No. Same brand. Still no. That is the example a lot of people will skip because it feels unfair. It is also the one Amazon chose.

The help page then says you could list Dawn spray and Dawn refills as a virtual bundle if you are qualified to sell each product. Separate shipments. No new outer pack. That is the escape hatch for the exact kit they just banned as a hard kit.

Coca-Cola. The Coca-Cola Company packs Sprite, Fanta, and Coca-Cola together because it owns those brands. Yes. You doing that pack-out. No. They also say you cannot treat packaging as a unique item in the bundle. If your “fourth product” is the gift box, that is the row they marked no.

RYOBI. Factory tool kit: yes. You assembling RYOBI tools into a kit: no.

Same logic as the old Frito-Lay example from 2024, if you lived through that. Doritos plus Cheetos is not allowed as your hard kit just because both are Frito-Lay. It is allowed if Frito-Lay sold that mixed pack as one factory item.

Amazon gift basket policy: a category and a pack-out, not a mood

Amazon has been waving at gift baskets since the December 2024 consumables clarification. Sellers immediately asked: there is no browse node called Gift Basket. The new page finally gives an example: Food and beverage gifts.

What they want, from the help page:

  • Curated. Theme or occasion. Not three random SKUs.
  • Physically packed in something that looks like a gift. Basket, box, wrapping. Not a polybag and a hope.
  • Listed in a gifting browse node.
  • The detail page actually says it is for gifting.
  • No primary product required. Mixed brands allowed.

When Amazon flagged consumable kits in 2026, the gift path in those Performance Notifications was photos of the gift pack-out plus the right category. If you cannot photograph it as a gift, do not list it as one.

Relabeling a normal kit as a gift to dodge January 11 is how you pick up a second problem on top of the first.

Amazon camera kit exception

This is the old reseller kit, written down so it does not die with grocery.

A camera (they say Sony mirrorless, Nikon DSLR) plus compatible, complementary accessories. Listed in a Camera product type. Camera_Digital is the example. It does not need original manufacturer packaging.

Compatible matters. A body plus a lens that fits, a card, a strap. Not a body plus a random kitchen gadget because you had it in the warehouse.

If you list that kit in Electronics Accessories or under a generic “bundle” product type, you just walked out of the exception. The exception is the product type, not the fact that a camera is in the photo.

Letter of authorization for Amazon bundles

The letter most people have is the wrong letter. A letter of authorization for Amazon bundles is not “you may resell.”

Go read the sentence on the help page. For any category that is not gift or camera, you can get a letter from the brands or manufacturers of all products in the bundle. It has to grant permission to reconfigure and repackage their products with all other included brands for sale as bundles in Amazon stores.

That is three tests:

  • Every brand in the kit, not one brand covering the others by silence.
  • Reconfigure and repackage. Not “you may resell.”
  • With the other brands. A Dawn letter that never mentions the sponge brand does not cover Dawn plus a sponge.

A distributor invoice is not this. A “we authorize you to sell our products on Amazon” PDF from 2022 is usually not this. If the kit is mixed-brand grocery, you need each brand to agree to be packed with the others. That is a bigger ask than people think. Some brands will not sign it. That is your answer. Sell through.

December 2024, even with an LOA, consumable kits had to be the same brand. That part got walked back. Multi-brand consumables are allowed again if the letters actually say so.

If you want what Amazon usually nags about on LOAs in general (entity name, territory, dates, signer), that is a different article: Letter of Authorization requirements. For this policy, the bundling grant has to be in the letter or the rest of the letter does not save the kit.

Amazon Virtual Bundles tool: two different rules this week

Seller News: brand owners and authorized resellers.

Help page: any selling partner qualified to sell each individual product.

Those are not the same people. Until this week the tool was Brand Registry, Brand Representative, your own brand, usually FBA, often US only. Amazon’s older Brand Registry language said authorized resellers are not Brand Representatives. So either they opened the tool, or they wrote a help page ahead of the tool.

The help page even says it “may not yet be available for your store, brand, or fulfillment channel combination.” That is Amazon telling you the wording is wider than the button.

If you have the tool: you pick products that already exist and are buyable. This week’s announcement does not republish the old limits. How the tool has worked in practice: usually 2 to 5 ASINs, new condition, FBA, US more often than other stores. If one component is out of stock, the bundle offer usually goes dark until that ASIN is back. You cannot edit it with a product spreadsheet. Check what the tool actually lets you select before you plan Q1 around it.

If you do not have the tool: you are not a virtual-bundle seller. Use gift, camera, LOA, factory pack, or get the inventory out. Do not wait for a menu that might never appear on your account.

Amazon bundles in books, games, gift cards, and generics

This is the “removing some of the previous bundle restrictions” line. It is real. It is also not a skip of factory packaging.

Books, music, video, DVD, video games. For years you could not list a bundle whose primary item was BMVD or video games. You could only hang a DVD off a yoga mat. That ban is gone. You can create bundles in those categories. A seller-packed PlayStation plus extra controller is still a hard kit. It still needs factory packaging, gift, camera, or an LOA. “Games are allowed again” does not mean “kit a console in your garage.”

Secondary generic products and service plans. The old help page said do not put a no-name sponge next to Dawn. Customers would think the sponge was Dawn. Now secondary generics are allowed. The kit still brands and categorizes to the primary, the highest normally priced item. The generic thing cannot be the star of the listing.

Gift cards. Now listed as allowed in bundles. Still not a way to dodge the packer rule on a hard kit.

Multi-brand consumables with letters. Covered above. The 2024 “same brand only” LOA rule is the thing they took back.

Amazon bundle listing rules: title, unique UPC, image

This is on both hard kits and virtual bundles. Amazon’s product bundling policy still wants the page to look like a bundle:

  • Title has to include the word Bundle. Not “set,” not “kit” as a substitute. Bundle. Example shape: Bundle of 3 items: [item], [item], [item]. You will fight the character count. US titles still have the 75-character cap.
  • Description says it is a bundle and names every item.
  • First bullet: it is a bundle of X items, then the products. First bullet. Not bullet four.
  • Main image shows every included product. Shows nothing that is not in the kit. No “bonus” in the photo that is not in the box.

Hard kits need their own unique UPC or EAN, or a GTIN exemption for the primary brand. Using the camera’s UPC on the camera-plus-bag kit is how listings get yanked for identifier abuse on top of bundling. Do not reuse a component barcode on the whole bundle.

Once a hard kit exists, you do not add a fourth item to the same ASIN. New mix, new listing, new identifier.

FBA inventory and the January 11, 2027 bundling deadline

Amazon told you to sell noncompliant inventory before January 11. Then create a removal order for what is left. After that date it is a listing violation on Account Health, plus email.

The help page already talks in the present tense. “We only allow hard kit bundles that have been packaged by the original manufacturer.” Enforcement of the deactivation is still dated January 11, 2027. Do not wait for a Performance Notification to start sorting FBA. Also do not assume Amazon already started deleting everything yesterday. It is a window. Use it.

Practical split:

  • Factory packs: leave them. Check the title says Bundle if they are actually bundles under the new page.
  • Gift and camera that truly fit: leave them. Fix node, photos, copy.
  • LOA you can actually get in time: start the email to the brand this week. Legal at a CPG company does not sign “repack with these other brands” in two days.
  • Virtual, if you have the tool: rebuild the offer there, then stop sending the physical kit in.
  • The rest: price to move, then removal. Removal is slower than you want in Q4-adjacent months. Do not discover that on January 10.

Stranded inventory after a deactivation is worse than a removal fee. You already know that.

Seller Central path they pointed at: Remove inventory from a fulfillment center. Create the removal while the listing is still live if you can. After deactivation it gets messier.

If you do one thing tonight

Export or filter the catalog. Search bundle, kit, set, pack, variety, combo, gift. Mark each row: factory / gift / camera / letter / virtual / sell-through. Do not start with the ones you are emotionally attached to. Start with the ones you created so you could own a branded Buy Box.

Then open one listing and check the outer barcode against the factory pack, if you claim there is a factory pack. If the UPC on your box is yours and the products inside are theirs, that row is not question 1.

If your Amazon bundle listing is deactivated

Some people already got this in consumables. 2024 policy. 2025 enforcement. 2026 Performance Notifications on kits that were not manufacturer packed. Sellers reported that it was uneven: some accounts got 30 days, some listings vanished, some people said the whole account went with it while identical kits stayed live next door. That is seller report, not something Amazon published as a fair-process guarantee.

If you have a Performance Notification, suppressed ASINs, or an Account Health listing violation that names bundling, product detail page tampering, or IP next to a kit, you are not in “create a new UPC” territory. You are in “what did they actually allege, and what paper matches this ASIN.”

What tends to match, when it is real:

  • Manufacturer invoices for the complete factory bundle. Same components, model, identifiers, quantities. Not two lines for spray and refill that you combined later.
  • Letters that grant this pack-out with the other brands named.
  • Photos of the gift packaging plus the gifting node on the live page (or the page as it stood).
  • Proof you are qualified to sell each component. Ungating. Transparency. Whatever that ASIN actually required.

If Amazon already limited selling and you cannot tell whether this is a document upload or a full Account Health case, send the Performance Notification, the ASINs, and the letter or invoice they asked for. That is the only situation this article turns into a case conversation. Building a compliant kit is on you and Seller Central.

Amazon bundling policy from 2024 to 2027

For years the help page let resellers kit complementary branded products, mix brands, brand the listing as the highest-priced item, and ban generics. Own UPC. That is why camera kits and “branded thing plus accessory” ASINs became a business model.

October 14, 2024: grocery, pet, baby, health, beauty. Manufacturer-created only. December 2024: Amazon added same-brand LOAs and gift baskets after sellers blew up, and pushed existing-listing enforcement to January 1, 2025. They promised 30 days before suppression. Sellers reported that some people got that warning and some did not.

June 2026: another consumables wave. Performance Notifications saying prove the factory pack, the LOA, or the gift photos.

January 11, 2027 is that manufacturer-pack rule for most hard kits, plus the exceptions in this article.

Jungle Scout, Feedvisor, and Amazon’s old bundling PDF still read like 2024. Do not paste those into a Plan of Action.

FAQ

What is Amazon’s product bundling policy in 2027?

From January 11, 2027, most hard kits (physically packed product bundles listed as one ASIN) must be packed by the original manufacturer or brand. Gift baskets, camera kits, a qualifying letter of authorization, and Amazon Virtual Bundles still work. Amazon is not banning all bundles.

Can sellers create their own product bundles on Amazon?

Not as a normal hard kit, unless the brand packed that configuration or you fit an exception (gift, camera, LOA, or the Virtual Bundles tool). Seller-created branded bundles you taped in a prep center are the listings that fail.

Is Amazon banning bundles?

No. Factory packs stay. Gift baskets, camera kits, authorized repacks, and virtual bundles stay. What goes away on January 11 is the seller-packed branded hard kit with no path.

What is a hard kit vs a virtual bundle on Amazon?

A hard kit is packed together, one ASIN, its own barcode. A virtual bundle is built in Amazon’s Virtual Bundles tool. Items ship separately. No new outer pack. Virtual does not need factory packaging. If you cannot open the tool, you do not have a virtual bundle.

Do Amazon bundles need their own unique UPC?

Hard kits need their own UPC or EAN, or a GTIN exemption on the primary brand. Do not use a component’s barcode on the whole bundle. Virtual bundles do not get a new barcode. They group existing ASINs.

Is a variety pack a bundle on Amazon?

Usually yes. The help page says variety packs, packs, kits, and similar products count as bundles even if the title never says Bundle. A multi-pack of the same item is not a bundle. Six identical bottles is a multi-pack. Spray plus refills is a bundle.

Can I still shrink-wrap Dawn spray with Dawn refills?

Not as a hard kit unless Dawn packed that configuration or you have a letter that allows that pack-out. The help page uses that as a no. Virtual bundle of those two ASINs is the path they wrote, if you can sell each and you have the tool.

Do Amazon camera kits still work?

Yes, if it is a camera plus compatible accessories in a Camera product type. That is a written exception. Product type matters.

What is Amazon’s gift basket bundling policy?

Curated, packed as a gift, gifting browse node, gifting copy on the page. Mixed brands allowed. No primary product required. Amazon’s example node is Food and beverage gifts. If it looks like a grocery kit in a clear bag, it is a grocery kit.

Can I mix brands in grocery or beauty again?

As a hard kit, with letters from every included brand that allow this repack. That is a change from December 2024. Without those letters, no.

Can resellers use the Amazon Virtual Bundles tool?

Amazon’s two pages disagree. Seller News: brand owners and authorized resellers. Help page: anyone qualified to sell each item. If you cannot see the tool, you do not have it.

Does “books and games are allowed” mean I can pack a PlayStation kit myself?

No. They removed the old ban on creating bundles in those categories. A hard kit there still needs factory packaging unless gift, camera, or LOA applies.

When does the Amazon bundling policy start?

Deactivation after January 11, 2027, Account Health listing violation, email. They also said you can sell noncompliant inventory before that date. The help page already describes the new rules in the present tense. Sort the catalog now.

Is an authorized reseller letter enough for Amazon bundles?

Probably not. Read it. If it does not grant reconfigure, repackage, and combination with the other brands in this kit, it does not match the new exception. Get a new letter or pick another path.

I matched the manufacturer’s ASIN. I pack the kit myself. Is that fine?

No. The page and the box have to be the same configuration. If the factory listing is spray plus five refills and you are sending spray plus two refills in a polybag, that is a detail page problem on top of a bundling problem. Seller-packed kits need their own listing, and that listing still has to pass the five questions.
